This question is strange because if you have a lvl 100 reshiram, and you take a little patrat, lvl 4, and SPRAY 10,000,000,000 FREAKING ATTACK ITEMS ON IT, patrat will own reshiram in one hit. there is no "strongest pokemon".

Well first off Arcues if easily the strongest pokemon according to the books. Quickly followed by then Giratina and the third would have to be Mew or Mew 2. The third one is really your personal opinion. But if you were to ask out of all the movies it would probably be Acrues, Mew and Celebi.
