No one really knows because Arceus controls the elements and without them we die, Palkia controls the dimensions and without those of course we die....duh....and Dialga controls time so with out it we die and Darkia controls the darkness and Cresselia controls the light without that we will go crazy (we need good and evil), (like evil vs. good...lol) and Giratina controls the strings of matter and without that space will rupture, (The dimension he lives in is the one between all of the dimensions) and the 3 small Pokemon that you find in the lakes....they are like a safety net calming down Palkia and Dialga if they were ever captured....yes i know wow.....I must be bored......well iw as and had nothing else to do.....lol...

It depends on the trainer, the way the pokemon is treated/used,, and the strategy, but many people say a Lv. 100 Arceus is the strongest.
