1 cubic meter is 1000 liters, so 400 cubic meters is 400,000 liters (400 kiloliters).

Google works quite well for most conversions. Go to www.google.com and type in what you want to convert from and to. E.g. in this case enter "400 cubic meters in liters" and it will give you the result.
