What is the largest size of sub-panel and wire that should be used from a 200 amp service for a basement apartment?
Sorry, it depends ...
Literally, it is a question of which manufacturer's load center the sub-panel is being derived from.
Some manufacturers, Square D [QO line] for example, have a 200 amp breaker, QO2200BB, that can be installed in the panel as a branch breaker. This would theoretically allow you to install a 200 amp sub-panel in the apartment.
You need to calculate the load for the apartment and size your branch breaker accordingly.
Remember that the neutral has to be isolated from the ground buss in the sub-panel.

As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed.
Before you do any work yourself,
on electrical circuits, equipment or appliances,
always use a test meter to ensure the circuit is, in fact, de-energized.

For a basement apartment, a sub-panel of 100A capacity is typically sufficient. A 2/0 AWG copper wire would be suitable for this setup, providing ample power supply while ensuring safety and compliance with electrical codes.
I'm assuming single phase 3 wire so it would be #3 R90 Aluminum cable or #4 R90 Copper Cable
If by "60 amp box" you mean a 60-amp service panel (circuit breakers or fuses), you would generally get a 60-A panel that has several slots designed to accept a variety of compatible breakers, from 15A to 60A. If you have a "box" with no breakers, you would need another "subpanel", with wires from the 60A box to the new subpanel, and install one or more 15A breakers in the subpanel. If you don't need more than one breaker, you might also simply use a 15A disconnect panel with a single breaker in it.
The main electric panel is where neutral is bonded to ground. There is usually a screw or strap that connects the two so the same type panel could be used as a subpanel and have the neutral and ground unbonded in subpanel.
Yes, as long as it has the necessary ampacity for the load and is properly fastened at each terminal. For example, we have a 4/0 aluminum cable feeding our 200 A subpanel 120 feet away.
A normal apartment in Israel typically has an electrical service capacity of 40-63 amps. This is usually sufficient to power basic household appliances, lighting, and heating systems. Additional electrical needs may require an upgrade in service capacity.
To get your electricity turned on in an apartment, contact the local utility provider or energy company in your area. They will typically require your personal information, apartment address, and may need to schedule a service appointment to activate the electricity. Be prepared to provide identification and pay any required fees or deposits.

I would suggest using an apartment locator service. Apartment locators find apartments for you and pay you for it.
no!
Yes. The panel must be grounded with its own grounding rod. The ground will not be provided with the feeders to the panel, these will only contain your phase wires and neutral. Also make sure that any subpanel installed does not have the neutral bonded to ground. This should only be done at the main panel where the electrical utility service is connected.
They can complain to the apartment management staff. If this produces no results then they can complain to the Code Enforcement Bureau.

You can get cable Internet in an apartment. Just call your cable company and tell them what you want. They'll fix you up.
Its not recommended because your new main breaker will allow up to 100 amps and your old wire can only safely handle 60amps. If you put a 60amp main breaker in the new box, that would be acceptable. No, it is perfectly safe. Because the box is overrated, there is no problem. If the box is the main panel, and not a subpanel, install a 60A main breaker so you cannot overload your service. If it is a subpanel this 60A breaker should be in the main panel.
You might try Service Magic to do your cleaning, but I am not sure if they do basement flooding. Most places are for purchasing basement drying work. You can call and get estimates as to how to get your basement dried so it does not flood anymore. This company takes people's information on how to find companies that do this type of work. 866-366-5615
