28 ÷ 2 = 14 remainder 0.

In this example, 14 would be it's lowest term, but if you insist of getting a mixed fraction, you can add 1/1 or 2/2 or any fraction as long as the numerator is the same as the denominator at the right side of 14 (14 1/1, or 14 200/200).
