If the number in the tens columns (the column just before the 4) is a Prime number (1, 3, 5, 7, 9), then the number will not be divisible by 4. The hundreds, thousands... columns have no effect on the divisibility of the number.

(Original answer: no 14 ends with 4 and it can not be divided by 4

so does 94 and the answers is 23.5 there may be more)
Nope - for example.... 14 34 and 54 do not divide exactly by 4.
