The volume of a cylinder is the area of its circular cross section times height. The circle's area is pi*R^2 where R=radius. Given a diameter D where D=2R, then the area is pi(R/2)^2 = (pi/4)D^2. So the volume is (pi/4)HD^2.

Use D=6 and H=4 to calculate volume in cubic feet. Then multiply by gallons per cubic foot. (Google "cubic feet to gallons" for conversion factor 1 ft^3 = 7.48052 gal.)
