This ultimately depends on the stance of the linguist, generally the idea that all dialects are equal is accepted today, however, in the past dialects were seen as 'incorrect'.
The two linguist stances are known as Prescriptivists (who believe there is a correct way of speaking/writing) and Descriptivists (those who feel all varieties are equal).
Linguistically we can say varieties are equal as the prejudices and stigmatisation comes from social and cultural ideas/stereotypes.
