1 in 8 ramp means: for every 8 units horizontal, there will be a rise of 1 unit.

Example: 8 feet of horizontal distance will slope upwards to a finish height of 1 foot.

or

1 meter of horizontal distance will slope upwards to a finish height of 125 mm.

In both examples height/horizontal length = 1/8 or 125/1000 = 1 in 8.
