I don't believe he is referring to integers, I believe the situation he is describing is the use of the Law of Large Numbers, where 2+2=5 or more.

2.3 could be rounded off to 2.

2.3 + 2.3 = 4.6

4.6 would be rounded off to 5

2 + 2 = 5 for moderately large values of 2
