A Part-to-part ratio
They have no fractional part - either in ratio or decimal form. If given in ratio form they can be simplified so that the denominator is 1.
To write 23.5 as a decimal, you can simply write it as 23.5. In decimal form, the whole number part remains the same, and the decimal part is written as it is. So, 23.5 written as a decimal is 23.5.
5.34 as a decimal is written as 5.34. In decimal form, the number to the left of the decimal point represents the whole number part, while the digits to the right of the decimal point represent the fractional part. In this case, 5 is the whole number part, and .34 is the fractional part.
Part-to-whole-ratio is defined as the relationship between part of something and the whole of it. For instances if there are 10 apples and you get 3, this is said to be 3:10 which is a part-to-whole ratio.
1.9 in decimal form is written as 1.9. In decimal notation, the whole number part is to the left of the decimal point, and the decimal part is to the right. This means that 1.9 represents one whole unit and nine tenths of another unit.

Whole number means the same thing as integer and does not have a fraction or decimal part. Rational numbers can be expressed as a ratio of whole numbers.
"5" is already a decimal number. You could also write it as "5.0". A decimal is a whole number in the decimal (base-10) number system or a proper fraction whose denominator is a power of 10. Decimal numbers are written by convention with the whole-number part to the left of a "decimal point" (.) and the fractional part to the right. Either or both the whole or fractional part may be zero (0).

When a mixed number (a whole number and a fraction) is written as a decimal, the decimal point divides the whole number and the fractional part. 12 and 75/100 = 12.75 a dot placed after the figure representing units in a decimal fraction.
A part to whole is, essentially, a ratio. 2:10 is a ratio---it could also be 2(the part) to 10(the whole). The part is how much the part is in comparison to the whole-1/2 could be the part, while 1 is the whole.
