You either have a bad disc, or a bad reader or driver.
There are 999-99 = 900 3 digit numbers. Of these 9*10 = 90 are palindromic (read the same either way) So the probability is 90/900 or 0.1
Typically that means the game disc cannot be read. Cleaning the disc may help the laser read it.
