When you are considering a course of action, it is often useful to try to figure out not only what the results will be, but what are the range of possible results, because we seldom are completely certain about the results of any given action. For example, I am considering going to see a particular movie. This would have a number of possible outcomes. I might enjoy the movie, I might not enjoy the movie, the theater could catch fire (or suffer some other disaster) which could prevent me from being able to see the entire movie, I might fall asleep during the movie, I might suffer a heart attack while watching the movie, and so forth. I can then try to decide how likely each of these possibilities are, and on that basis, I can try to evaluate whether it is a good idea for me to go to see the movie. That is called weighing possible outcomes. Metaphorically speaking, a more likely outcome is heavier, when you are weighing outcomes.
