What do you mean with "define"?
"2x" means to multiply 2 times x, that is, multiply 2 with whatever value has been assigned to "x".
"plus 7" means that 7 should be added (after doing the multiplication).
Finally, the vertical lines means to take the absolute value of the result. That means, if it is positive, leave it unchanged. If the result is negative, change it to positive (just change the minus sign to a plus sign, or just eliminate the minus sign).
The degree of the polynomial 2x + 5 is 1. The highest power of x is x1, i.e. 2x1 + 5x0, hence the designation of first degree.
