30q3 + 14q2 - 4q = 0 can be factored as q(30q2 + 14q - 4) = 0

The bracketed term can be factored (30q2 + 14q - 4) = (10q - 2)(3q + 2)

The equation can now be written : q(10q - 2)(3q + 2) = 0

The equation = 0 when either q = 0 or one of the bracketed terms = 0

When 10q - 2 = 0 then q = 2/10 = 1/5 : and when 3q + 2 = 0 then q = -2/3.
