To give a decimal as a fraction, it is easiest to multiply the decimal by a power of 10 until there are no more digits after the decimal point, then put this power of ten as the denominator. In this case we can multiply by 10,000 to get 236. Thus we can use 236/10,000 as a starting point. This is not the fraction in it's simplest form though, as both top and bottom of the fraction can divide by 4. Do this and we get 59/2500, which cannot be reduced further. Thus 0.0236 as a fraction is 59/2500.
A proper fraction, that is, one with no whole number part, for which the denominator of the fraction is an integral power of ten, may be converted to a decimal of the form: decimal point followed by one fewer zeros than the power of ten in the denominator, followed by the numerator of the fraction.
