Factoring requires you to reduce as much as possible. To factor 7x + 49, you remove the common factor of 7x and 49, which is 7, and multiply (7x + 49)/7 (which is x + 7) by 7, without actually simplifying.

7x + 49 = 7(x + 7)

Then, if possible, do the same thing until it cannot be further factored.
