You cannot in a whole number of metres. If the rectangle has sides of length L metres and W metres, its perimeter is 2*(L+W) metres. Since L and W are whole numbers then L+W must be a whole number and so 2*(L+W) must be an even number. 15, unfortunately, is not an even number - in metres.

However, 15 metres IS an even number in decimetres (or smaller units). So a rectangle with sides of x decimetres and 75-x decimetres, where x is any integer between 0 and 75, would meet the requirements.
