You want to get the y on one side, alone, so subtract the x.

Now, you want the y to have no coefficient, therefore you divide EVERYTHING by 4.
4y=-3x+16
/4 ..../4 ....../4
y=-3/4x+4
Your y intercept is the lone number, hence "4".
