They certainly can be, but they don't have to be.

Every integer is rational, but there are a lot more rational numbers that

are not integers.

Every number that you can completely write down on paper is rational.

But you can certainly write down a lot of numbers that aren't integers.

Here are a few rational numbers that are not integers:

3/4

2.71828

9/10

1 googol plus 1/2
