Let x = length and y = width

Then x + y = 19

Therefore x = 19 - y

Also x = 2y - 1 (the length is 1 less than twice the width)

So as x = x then 19 - y = 2y - 1

Therefore 3y = 20

which makes y = 6.666667 inches (width)

and x = 19 - 6.666667 = 12.333333 inches (length)

Twice the width would be 2 x 6.666667 = 13.3333333 inches

and 1 less will be 12.3333333 inches (as above)
