The slope, or change in y over change in x, would be -2.

The y-intercept would be (0,-3)

Plot the point (0,-3)

Count over one to the right, and two down. Plot another point (1,-5)

Count over one to the right, and two down. Plot another point (2,-7).

Continue doing this, and then connect the points to form a line.
